About the Council The Northwest Neighborhood Improvement Council includes in its impact area from Moorman Avenue on the south to Orange Avenue on the north and from 5th Street on the east to 14th Street on the west.
This area of the city is known as the Harrison neighborhood, part of the early urban fabric of the city, with most of the houses being built between 1900 and 1920 and with many still standing and occupied. The neighborhood provides the opportunity for traditional historic neighborhood living with the rolling terrain providing views of downtown and surrounding areas.
The Harrison-Washington Park Neighborhood Plan covers the area within the Northwest Neighborhood Improvement Council's boundaries and is a component of the City's 2001-2020 Comprehensive Plan. The plan provides detailed information about the neighborhood and serves as a guide for public and private decisions regarding land use, capital improvements and other projects planned in the neighborhood.
